Memo

Fukuzawa Yukichi proposed a secret meeting with Mori Ougai, Port Mafia's boss, to protect the agency from the threat of The Guild. Having his proposal of a ceasefire rejected as there is no one to punish whoever reneges on it, Fukuzawa emits a thirst for blood as he places a hand on the katana on his hip.
